Transportation Demand Management (TDM) is the flip side of infrastructure. Also known as Mobility Management, it includes various strategies that increase transportation system efficiency. TDM treats mobility as a means to an end, rather than an end in itself. It focuses on helping people use the infrastructure in place for transit, ridesharing, walking, biking, and telework.
